Utility site access is often lost before a shift starts, not because the operative cannot perform the task, but because their EUSR registration does not match the client’s specified SHEA scheme. Understanding how to obtain SHEA certification therefore starts with identifying the work environment, asset owner requirements and role of the person attending site. A SHEA card is a recognised way of demonstrating safety, health and environmental awareness for the utilities sector, but it is not a substitute for role-specific competence, authorisations, RAMS briefings or permit controls.
What SHEA certification demonstrates
SHEA stands for Safety, Health and Environmental Awareness. It is administered through the Energy & Utility Skills Register (EUSR) and is commonly required by utility clients, principal contractors and infrastructure operators before personnel can access operational sites or undertake works within their supply chain.
The training focuses on the behaviours and baseline knowledge expected when working around critical national infrastructure. It addresses hazards that recur across utility operations, including occupational health, environmental protection, emergency arrangements, working near underground services, site security and personal responsibility. The objective is not simply to pass an assessment. It is to ensure operatives understand why site controls exist and when they must stop work, escalate a concern or seek further instruction.
For employers, an in-date EUSR SHEA registration provides auditable evidence that an individual has completed the relevant awareness programme. It does not, however, confirm that a person is competent to excavate, enter a confined space, isolate plant, work at height or supervise works. Those activities require separate training, assessment, experience and, where applicable, employer or client authorisation.

The process is straightforward when it is planned as part of mobilisation rather than treated as an emergency booking.
First, identify the precise SHEA scheme specified by the asset owner or principal contractor. Review the scope, work locations and any contractor competence matrix. If the person will work on several frameworks, assess whether separate sector registrations are needed. Do not assume that one card gives universal access across all utility clients.
Second, book the learner with an approved provider for the applicable EUSR SHEA programme. Course delivery may be classroom-based or delivered through an approved remote format where the scheme permits. The delivery method should suit the workforce, but it must still allow identity checks, learner participation and valid assessment controls.
Third, make sure the learner attends for the full programme and participates properly. The course is not a passive induction video. Learners are expected to engage with safety scenarios and demonstrate understanding of the content.
