Level 2 Entrant and Entry Controller (Medium/High Risk)

A combined, nationally recognised qualification for personnel required to safely enter, work within, and supervise entry into confined spaces.

This intensive, dual-role course equips operatives with the essential skills and certification required to act as both the Confined Space Entrant and the Entry Controller (Top Person). It is primarily aligned to the Medium Risk (NC2) category, making it the ideal standard for teams with rotating responsibilities or limited staffing who must manage the entire entry process.

The course intensely focuses on maintaining safe systems of work, controlling the entry and exit procedures, using safety equipment (including escape breathing apparatus), and initiating effective emergency procedures in Medium Risk environments.


What We Cover

This comprehensive course ensures delegates master the knowledge and practical skills required for a dual role in confined space safety, referencing the requirements of the Energy & Utility Skills Register (EUSR).

Legislative Compliance & Safety Systems:

  • Understanding the Confined Spaces Regulations and associated Approved Codes of Practice (ACoP).
  • Identifying and classifying different types of confined spaces (Low, Medium, and High Risk).
  • Understanding and completing Confined Space Permits-to-Work (PTW).
  • Implementing and maintaining a Safe System of Work (SSOW).

Entrant Skills (Working Inside):

  • Identifying specific confined space hazards (e.g., gases, lack of oxygen, liquids, temperature).
  • Proper selection, pre-use checks, and use of personal protective equipment (PPE).
  • Safe entry and exit procedures for vertical, direct access spaces (NC2).
  • Safe use and limitations of escape breathing apparatus (EBA/ELSA).
  • Understanding communication procedures and emergency signaling.

Entry Controller Skills (Top Person):

  • Conducting pre-entry checks on equipment and personnel.
  • Managing and controlling the Permit-to-Work system (issue, maintenance, and cancellation).
  • Monitoring atmospheric conditions using gas detection equipment.
  • Maintaining clear and continuous communication with the Entrant.
  • Implementing and coordinating the site-specific emergency action plan.
  • Correctly operating mechanical retrieval equipment (e.g., tripod, winch) in line with procedures.

Assessment & Certification

The assessment requires delegates to prove competence in both practical application and theoretical understanding of the combined role.

  • Written Test: A theoretical assessment (often multiple-choice or short-answer) to confirm knowledge of legislation, hazards, and safe systems.
  • Practical Assessment: A comprehensive observation of the delegate successfully: 1) Entering, working in, and exiting a Medium Risk confined space while using safety equipment. 2) Acting as the Entry Controller to manage the entry team, issue permits, and initiate an emergency response.

Upon successful completion, the delegate receives the EUSR-recognised Energy & Environment Awards Level 2 Award in Entrant and Entry Controller for Confined Spaces (Medium Risk) and is registered on the EUSR for three years.
