Construction Phase Plan Guide for UK Projects

A construction phase plan is often requested at short notice, just before a site is due to mobilise. That is too late to treat it as an administrative formality. This construction phase plan guide explains how principal contractors can produce a live, project-specific control document that supports safe delivery under CDM 2015 from the first site activity onwards.

For construction work involving more than one contractor, the principal contractor must draw up the construction phase plan before the construction phase begins. The client must ensure this has happened. For single-contractor projects, the contractor has the equivalent duty. The plan must be proportionate to the size and complexity of the work, but proportional does not mean generic. A short programme of minor works may need a concise plan. A civil engineering, utilities, demolition or occupied-premises project will require significantly greater detail, coordination and supporting arrangements.

What a construction phase plan is designed to do

The construction phase plan sets out the management arrangements, site rules and risk controls that will apply while work is being carried out. It converts pre-construction information, design decisions, programme constraints and contractor methods into practical arrangements for people on site.

It is not a replacement for RAMS. Risk assessments and method statements explain how a defined task will be controlled. The construction phase plan establishes the project-wide system in which those task controls are reviewed, communicated, coordinated and monitored. It should also not repeat the pre-construction information word for word. Instead, it should identify how the principal contractor will manage the risks and unknowns identified by the client and principal designer.

A defensible plan answers operational questions clearly. Who controls access? How are inductions delivered and records retained? How will lifting operations, traffic routes, temporary works, excavations and permits be coordinated? What happens when the programme changes, a new subcontractor arrives or a design revision creates a new interface risk?

Construction phase plan guide: start with the project reality

Begin with accurate project particulars rather than a standard template. Record the client, principal designer, principal contractor, site address, scope, programme, key dates and project notification status. Identify the people with authority to make decisions, including the site manager, temporary works coordinator, lifting appointed person, fire marshal, first aider and emergency contacts.

The scope should describe what is actually being built, altered, repaired or removed, alongside the constraints that shape the work. These may include an occupied building, live utilities, public interfaces, railway boundaries, restricted access, contaminated land, watercourses, asbestos-containing materials, confined spaces or nearby high-voltage assets.

This early definition matters because risks are frequently created at interfaces. A planned road closure may change pedestrian segregation. A delayed steel delivery may lead to unsuitable storage. A revised drainage detail may introduce deep excavation close to existing services. The plan needs enough detail to expose these dependencies before they become site problems.

Use pre-construction information properly

Pre-construction information should be reviewed by the delivery team, not merely appended to the plan. Identify information that has been verified, assumptions that still require confirmation and surveys that are outstanding. Where information is incomplete, define interim controls, responsibilities and stop-work points.

For example, existing utility records are not proof of service location. Where excavation is planned, the plan should specify the arrangements for permit-to-dig controls, competent cable avoidance tool users, service drawings, detection surveys, trial holes and compliance with HSG47. On refurbishment work, intrusive surveys and asbestos information must be available before work disturbs relevant fabric. If these requirements are not met, the activity should not proceed on assumption.

Set clear management and competence arrangements

A plan should explain how the project will be managed day to day, not simply list job titles. Define reporting lines, meeting frequency, inspection regimes, escalation routes and the authority to stop unsafe work. Include arrangements for daily briefings, toolbox talks, supervisor checks, coordination meetings and communication with the client and principal designer.

Competence needs to be addressed at organisational and individual level. Contractors should be assessed for capability, relevant experience, resources and supervision before appointment. Workers require suitable skills, knowledge, training and experience for the tasks assigned. Evidence may include trade qualifications, CSCS or CPCS cards where relevant, EUSR or SHEA registration for utilities work, plant certificates, confined-space training and task-specific authorisations.

Competence is not established by a card alone. A competent operative may still need site-specific instruction on a client’s permit system, an unusual exclusion zone or a particular emergency arrangement. Induction content should reflect the project’s significant risks and be refreshed when conditions change.

Build controls around the highest-risk activities

The plan should identify the arrangements for significant construction hazards expected on the project. This should be specific enough for site teams to understand the control framework, while task-level RAMS provide the detailed sequence of work.

On a typical project, this may cover work at height, excavation, lifting operations, plant and pedestrian segregation, electrical safety, temporary works, hot works, hazardous substances, demolition, silica dust, noise, vibration and manual handling. Infrastructure projects may additionally need controls for work near water, highways, rail interfaces, overhead lines, pressure systems or operational utility networks.

Where flammable substances, gases or combustible dusts are present, the plan should interface with the DSEAR assessment. Define storage quantities, ventilation requirements, ignition-source controls, hazardous-area restrictions and emergency response. For hot works, state the permit arrangements, fire watch period, combustible material controls and fire-point provision. A generic statement that hot works will be managed safely is not sufficient.

Temporary works require particular discipline because failures can affect workers and the public. The plan should identify the temporary works management procedure, design responsibilities, inspection requirements, hold points and handover arrangements. Excavation support, falsework, formwork, scaffold adaptations, propping and temporary traffic management should not be left to informal site decisions.

Plan welfare, logistics and emergency response before mobilisation

Welfare arrangements must be suitable from the start of the construction phase. The plan should identify toilets, washing facilities, drinking water, rest facilities, changing provision where required, heating, lighting and cleaning arrangements. On short-duration or constrained sites, alternatives may be acceptable, but they must remain adequate, available and maintained.

Site logistics should show how people, plant, materials and waste will move safely. This commonly includes delivery booking, vehicle banksman arrangements, loading and unloading zones, one-way systems, pedestrian routes, reversing controls, security, hoarding, lighting and public protection. For urban and occupied sites, consider neighbour communication, shared escape routes, access for emergency services and protection of building users.

Emergency arrangements must relate to credible events, including fire, excavation collapse, utility strike, spill response, plant incident, work-at-height rescue, confined-space rescue and medical emergency. State who raises the alarm, where people assemble, how the site is accessed, what equipment is available and when specialist rescue provision is required. Calling the emergency services is not, by itself, a rescue plan for suspension trauma or confined-space entry.

Keep the plan live through change control

A construction phase plan should be reviewed throughout the works. The most common failure is that it is signed at mobilisation and never updated, despite changes to sequencing, design, contractors, access, working hours or risk profile.

Set review triggers at the outset. These should include design changes, new high-risk activities, significant incidents or near misses, changes to site layout, revised programme stages and appointment of new contractors. Record revisions, communicate relevant changes and make sure superseded documents are removed from use. Site teams need the current control arrangements, not a well-written historic record.

Periodic compliance inspections and audits should test whether the plan matches reality. Check welfare provision, permits, plant segregation, inspection registers, housekeeping, training records, emergency equipment and the quality of supervision. Where gaps are identified, allocate actions to named owners with realistic close-out dates.

What good looks like at handover

Before demobilisation, capture the information needed for the health and safety file. This may include as-built records, residual risks, service locations, product information, maintenance requirements, fire-stopping evidence and records of altered structures. Early coordination with the principal designer prevents the familiar end-of-project scramble for missing documentation.

A construction phase plan is valuable when it gives the workforce clear, usable control arrangements and gives the client evidence that the project is being managed competently. Treat it as the operating framework for the site, review it whenever the work changes, and it will support safer delivery as well as stronger CDM 2015 compliance.
