Heat/Cold Stress Assessment

A heat/cold stress assessment is a workplace evaluation carried out to identify, measure, and control risks to workers’ health and safety that arise from working in environments where they may be exposed to excessive heat or cold. These conditions can place strain on the body, impair performance, and in severe cases lead to serious illness or injury.

In the UK, such assessments are part of an employer’s legal duty under the Health and Safety at Work etc. Act 1974 and the Management of Health and Safety at Work Regulations 1999 to assess and manage risks in the workplace.

Heat Stress Assessment

This involves assessing the risk of workers being exposed to high temperatures, humidity, or direct radiant heat (for example, from the sun or industrial processes). The assessment considers factors such as:
  • Air temperature
  • Radiant heat sources (e.g. furnaces, hot machinery, sunlight)
  • Humidity levels
  • Air movement/ventilation
  • Workload intensity and duration
  • Clothing and personal protective equipment (PPE) being worn
  • Individual susceptibility (e.g. health conditions, hydration, acclimatisation)

 

The aim is to identify whether workers are at risk of heat-related illnesses such as heat exhaustion, heat stroke, or dehydration and to introduce controls (ventilation, rest breaks, hydration, PPE changes, scheduling, etc.).

Cold Stress Assessment

This involves evaluating the risk of workers being exposed to low temperatures, cold winds, or wet conditions. It looks at:
  • Air temperature and wind chill factor
  • Duration of exposure
  • Wet conditions or damp clothing
  • Level of physical activity (metabolic heat generation)
  • Clothing and PPE suitability
  • Worker acclimatisation and health conditions

 

The goal is to prevent cold-related conditions such as hypothermia, frostbite, or reduced dexterity that could increase the risk of accidents.

Outcomes of a Heat/Cold Stress Assessment
  • Identification of environmental and work-related risk factors
  • Monitoring of workplace conditions (using instruments such as thermometers, wet bulb globe temperature meters, or thermal stress indices)
  • Recommendations for control measures (engineering controls, work/rest regimes, PPE, training, monitoring of workers, emergency procedures)
  • Documentation as part of the overall risk assessment required by law.
